About

The Delaware Opportunity Outlook is a coalition-led effort to establish a shared, credible understanding of public education in Delaware. At a time of significant policy discussion and workforce change, the Outlook provides a neutral, data-driven foundation to inform public dialogue, governance decisions, and long-term planning.

The Delaware Opportunity Outlook does not promote a single solution or agenda. It serves to clarify where Delawareans see challenges and opportunities, and whether there is public support for meaningful improvement.

The survey is administered independently by Mercury Analytics, a research and technology firm that works across public policy, education, business, and communications. Mercury is responsible for sampling, fielding, data integrity, and reporting.

This site will serve as the home for information on the Delaware Opportunity Outlook. Here you can find survey findings in different formats including white papers, charts and graphics, and related briefs.

The Delaware Opportunity Outlook is supported by a cross-sector coalition committed to strengthening education and workforce outcomes in Delaware.

A statewide nonprofit dedicated to strengthening school board leadership and public understanding so district decisions support better student outcomes and long-term prosperity.

Serving and supporting life science businesses and research institutions of every size and type, the organization is a catalyst for bioscience investment and innovation in Delaware and the region.

A statewide business membership organization representing employers across industries and advancing economic growth and workforce stability.

Delaware Business Roundtable

A nonpartisan consortium of CEOs whose companies employ more than 75,000 Delawareans, with a long-standing focus on education and talent development as economic strategy.

While the Index is sponsored by this coalition, all survey administration and analysis are conducted independently by Mercury Analytics.

Design and Administration

The Delaware Opportunity Outlook is built on established public-opinion research practices used nationally to measure education sentiment. The survey includes core questions commonly used in national polling, paired with purpose-built questions designed to understand perceptions of leadership, accountability, and improvement.

To ensure credibility and comparability:

  • statistically representative Delaware sample is being fielded, weighted by county and including the City of Wilmington.
  • national benchmark is included on select questions to provide broader context.
  • Identical questions and methodology are used across all samples.

This design ensures the results are rigorous, comparable, and appropriate for public release and long-term benchmarking.

Key Indicators

The Delaware Opportunity Outlook is designed will help clarify:

How Delawareans view the overall performance and direction of public education.

Where trust in the education system exists and where it breaks down.

Whether people believe meaningful improvement is possible and where confidence has eroded.

How perceptions differ across families, employers, civic leaders, and sector-specific groups.

Where governance, leadership, and use of resources are seen as legitimate levers for change.

Reporting Timeline

Survey results are intended to provide a foundation for informed dialogue and decision-making across education, workforce, and civic leadership in Delaware.

While the survey itself is time-bound, the work it informs is not. Results from this administration will be published here in mid-March 2026 and will serve as a public reference point to support transparency, shared understanding, and future comparison over time.
